PEZA Transfers Head Office to new Roxas Boulevard site

Friday, July 3, 2026

Pasay City – In line with its institutional commitment to enhance administrative efficiency and elevate service delivery for global investors, the Philippine Economic Zone Authority (PEZA) today commenced the transfer of its Head Office operations to the newly constructed PEZA Investment and Corporate Center (ICC) at Roxas Boulevard corner San Luis Street, Pasay City.

PEZA Director General Tereso O. Panga described the relocation as a significant milestone in the agency’s continuing efforts to strengthen institutional capacity and enhance investor services.

He said, “The PEZA Investment and Corporate Center symbolizes our commitment to innovation, operational excellence, and investor-centered governance. As we transition to our permanent home, we remain fully committed to ensuring seamless services and creating a more efficient and collaborative environment that supports the country's investment promotion agenda.”

The PEZA Investment and Corporate Center marks the transformation of PEZA’s former Head Office, the Almeda Building site on Roxas Boulevard

The construction of PEZA’s permanent home began in September 2021 under a lease-to-own agreement in partnership with the LBP Leasing and Finance Corporation (LLFC).

The PEZA Investment and Corporate Center features a sustainable and modern architectural concept inspired by the traditional ‘balangay’, a pre-colonial Filipino boat that symbolizes trade, connectivity, and progress. The building's façade reflects this iconic native vessel, embodying PEZA's mission to drive investments, expand trade opportunities, and forge strategic partnerships.

Designed to meet the stringent standards of the U.S. Green Building Council, the building has been fitted out for LEED Gold Certification. It incorporates energy-efficient systems and design elements that maximize natural lighting and ventilation, significantly reducing environmental impact while enhancing occupant comfort and operational efficiency.

“With the completion of its new Investment and Corporate Center, PEZA moves closer to joining the ranks of the foremost trailblazers in government ownership of a LEED-certified facility. The world-class, environment-friendly landmark reflects the country's commitment to sustainable development while showcasing Philippine ecozones to both global and local investors”, DG Panga stated.

Beyond its sustainable design, the 15-floor facility offers a range of amenities and services for investors and stakeholders. These include two floors for commercial lease, an Incident Command Center, a one-stop-shop office housing the Bureau of Immigration (BI), Bureau of Customs (BOC), and Bureau of Fire Protection (BFP), a Business Center, the PEZA Advanced AI Academy which serves as an AI industry excellence center, and a Video Wall for advertisements.

Financial Sustainability and Long-term Value Creation

The PEZA Investment and Corporate Center was developed at a construction cost of approximately ₱940 million for its 14,000-square-meter floor area, with an additional ₱300 million invested for fit-out works.

Beyond serving as PEZA's permanent headquarters, the 15-floor facility is also designed to generate additional revenues through commercial leasing. Two floors have been allocated for lease to private tenants, with rental rates projected at approximately ₱800 to ₱1,000 per square meter.

The relocation also enables PEZA to reduce its long-term operational costs. The agency is expected to save approximately ₱10 million to ₱11 million monthly from rental expenses previously incurred through leased office spaces. These savings will allow PEZA to further strengthen investor services, accelerate digital transformation initiatives, and support organizational development programs.

Elevating Philippine Global Competitiveness

By centralizing its operations within this dedicated state-owned property, PEZA will optimize its long-term operational expenditures while maximizing inter-departmental collaboration.

PEZA thanks its investors and locators for their continued support and understanding during the transition period. The agency remains committed to delivering efficient, reliable, and investor-friendly services as it begins its operations in its new permanent headquarters. ###
